Becoming a Dragon-slayer
Also commonly referred to as "pre-quest" and "minis," this guide will help you become a Dragon-slayer and open up the dragon scale merchant.
Dragon-slayer
The Dragon-Slayer quest-line consists of three parts:
Part 1: “Slaying the Dragons: Weakening the Guard“
Also called “Pre“ or “PreQ“ can be picked up from the following NPCs:

This quest will take you on a trip around your realm’s dragon zone to kill a variety of high level enemies in order to prove your loyalty to the dragon-slayer factions. Completing this quest changes your reputation from aggressive to friendly with the inhabitants of Grimspound/Tailtiu/Svarhamr and allows you access into their town.
To easily get to this quest, teleport to one of the following destinations:

Then make your way towards your realm’s dragon zone, making sure to give any enemies along the way a wide berth and finally talking to the NPCs mentioned above outside the town, near the bindstone.
The enemies needed to be killed for this quest are:

The grand majority of all these enemies can be found spread out evenly across your realm’s dragon zone with the exception of a few: Emissaries/Stewards and Granite Giant Guardians/Glimmer Guardians/Drakulv Sacrificers. Emissaries and Stewards can be found close to the dragon’s lair while Guardians and Sacrificers can be found in the following locations:
Part 2: “Slaying the Dragons: The Adolescents“
Also called “minis“ can be picked up from the following NPCs inside the dragon-slayer faction’s town:

This quest will take you for a round trip across your realm’s dragon zone, followed by a journey out into the frontiers of each realm. This quest requires at least a full group and forming a battlegroup can make it a lot easier, especially in the second half. This quest rewards you with a full set of dragon-slayer armour.
The follow adolescent dragons are required to be slayed per realm:

Part 3: “Slaying the Dragons: The Final Hunt“
This is the final step on your journey and can be picked up from the following NPCs inside the dragon-slayer faction’s town:

To complete this quest, you simply have to kill your realm’s dragon. The dragons have several mechanics, including breath attacks, teleporting players out of the area and summoning several adds which, if not killed, will run away and bring back even stronger adds. This quest requires a large battlegroup consisting of several groups to successfully complete. This quest rewards you with a dragon-slayer weapon of your choice, as well as access to the dragon-slayer vendor.

NOTE: I recommend doing this quest-line as templates generally require one or more items which drop from your realm’s dragon, so unlocking access to the merchant can greatly help you.
